Content Moderation and Appeals

Scope

This document explains how D.O.M. reviews content and conduct, applies restrictions and handles appeals.

Moderation standards

D.O.M. may act to enforce the Terms of Use, Community Rules and applicable law; protect children and vulnerable persons; address fraud, abuse and security threats; preserve evidence; and protect the integrity of the service.

Review may consider content, context, apparent intent, foreseeable harm, prior conduct, user reports and available evidence.

Possible measures

D.O.M. may apply:

• a warning or educational notice
• reduced distribution or visibility
• content labeling or age restrictions
• removal of content or files
• limits on messaging, posting, events or other functions
• temporary account suspension
• permanent account termination
• removal or suspension of verification
• preservation of evidence or referral required by law

D.O.M. seeks to use a proportionate measure, but urgent safety or legal risks may require immediate restriction.

Automated and human review

Automated systems may assist with spam, language, security, duplicate reports and risk prioritization.

A significant final decision should not be based solely on automation where applicable law requires human review. Authorized reviewers may confirm, change or reverse an automated indication.

Reasons and notice

Where appropriate and legally required, a person affected by a moderation decision will receive the reason, the relevant rule, the measure applied and available review options.

Notice may be limited where disclosure would create a safety risk, compromise an investigation, expose confidential information or violate law.

Appeals

An affected user may submit an appeal through the form on this page. Appeals are free.

Appeals should identify the decision, explain why it should be changed and include relevant context or evidence.

An appeal may generally be submitted for six months after notice of the decision. A later appeal may be considered when fairness, new evidence or applicable law requires it.

Where reasonably possible, an appeal is reviewed by a person who did not make the original decision. D.O.M. does not promise a fixed response time but prioritizes cases by risk, legal urgency and impact.

Possible appeal outcomes

An appeal may result in confirmation, modification or reversal of the original decision; restoration of content or access; replacement with a less restrictive measure; or a request for additional information.

Abuse of reporting and appeals

Coordinated false reports, knowingly misleading evidence, threats against reviewers and repeated submissions intended to disrupt the process are prohibited.

Records

D.O.M. may retain reports, evidence, decisions, appeals and internal notes for safety, consistency, repeat-violation review, legal compliance and defense of claims.
